Ctrl+Space popup doesn't feel snappy enough on Windows

There's a pretty noticeable delay for the GUI window to pop up when pressing Ctrl+Space on Windows. Close to a full second sometimes? It's a little annoying.

Hi! This is actually only for the "chat mode" window when you don't select any text, the pop-up with buttons that shows when you select text comes up instantly.

I'll improve this in the text update — right now we intentionally retry & show down our check for selected text (to confirm if the chat popup needs to be shown) so it works reliably on some slower PCs.

I can speed that up a decent bit.

There is a touch of delay. There is a compromise to be had here, though:
Writing Tools intentionally waits a bit so that it can work reliably on slower PCs — slower PCs take longer to update the clipboard, something that needs to happen for Writing Tools to work correctly.
I'll work on optimising the timers in the next update — I should be able to make it a decent amount faster

Instead of capturing what the clipboard currently is and waiting for a change, clear the clipboard instead and then wait for the clipboard to have content.

I'm not sure if that'd make a noticeable latency difference, but regardless, that isn't something that we can do.
One of the key nice things about Writing Tools is that to the end user, its clipboard manipulation does not clear/remove/tamper with what was present before (not even affecting Windows's clipboard history)
To do that, we need to capture the original content to restore it.

I didn't say you couldn't restore the original content in the end, the clearing would be temporary. Then it captures like you want, then once that happens, then you restore the original content.
