Restart option in system tray

Until Writing Tools no longer needs to be restarted for option changes, it would be convenient to have a quick way to restart the app via an option in the system tray context menu.

A lovely suggestion, but I had a slight issue haha: I'd actually made it so that it could automatically restart itself to apply the changes instead of quitting and telling you to restart, but the self-restart did not work on the compiled exe version — so I had to drop that :/
PyInstaller (our Python to exe packager) was quirky with this, so I'll need some time to figure this out.

With all that said, I'll also explore changing the architecture to not require a restart in the first place when I get time.

In the meantime, if you want to make mass edits to the UI, you can directly edit the options.json file yourself.
