Pinned Filters

As a user, I'd like to have pinned filters at the top of my page, so they are easily accessible for filtered viewing.

For example, users could either drag/drop/re-order their filter checkboxes to bring the most commonly used up to the top, or have a "pin" setting for each filter. Either way it'd be a decently significant lift.
