limit view of files

Hi guys,

is there a way to limit the access to the public files uploaded?

_let me explain_
i have a public link, to each of the uploaded files, so in this case, everyone that has the link, can access the files. 
so is there now a way, to limit maybe by the user id, who can view the files?
