Generic startup and parameter handler #4
Description
Create a generic startup manager and main function including parser for steering cards.
The main function should be moved to C++ and init all CORSIKA functions and parameter from there.
The easiest thing to begin with is to setup the makefile scripts and call the regular corsika.F main function.
