Refresh doesn't work

What are the steps to reproduce this bug?

I'm simply running the following command: yarn webiny pulumi apps/website --env dev -- refresh --yes

What is the expected behavior?

It should run normally the refresh, allowing me to update my current local config of the cloud structure

What do you see instead?

I get the following error:

Additional information

Might be related to my pc specs or something like that, but it's giving me a lot of trouble.
