Split mouse-hover behavior for navigation

I have navigation buttons on my mouse, but I cannot hover over the page to trigger navigation.

I know about the focus on hover feature, but I prefer to keep that off because that means the URL bar changes whenever I move to the URL bar to copy/edit the URL.

My request:
Add an option in settings that allows navigation buttons to occur over the hovered page. This can be achieved by focusing the page, then navigating.
