[BUG] Removes version code in CI

Steps to Reproduce

1. Push commit
2. Release runs
3. Next release is updated but the version code is removed

Expected behaviour

Expected the version code to be bumped

Actual behaviour

+000 is removed from pubspec version

Additional Context

It's weird it was working fine then all of a sudden during a second beta release it just started removing the version code. Weird thing is that if I run it locally it works as expected

Apologies for the late response, the only weird thing here is that it only seems to happen in GitHub Actions. I was not able to reproduce the same behavior using https://github.com/nektos/act or by running semantic-release directly
