According to Minecraft Wiki, it's a new rendering engine made for Minecraft Bedrock edition which replaces old OpenGL/DirectX engine.
Render Dragon shaders are custom shaders created by modding Render Dragon files, enabling the application of custom shaders after official third-party shader support was discontinued with the introduction of Render Dragon.
Warning
Do not use 9Minecraft. Fake RenderDragon shaders are mixed in, and shaders are being distributed without the creator's permission.
Most importantly, the site may pose a virus and security risk.
Never use it and inform those around you about the dangers.
