This PR adds OWSLib to the docs under the "Geospatial Libraries" category.
Includes an Overview and Quickstart, including sample code tested and added to the Python Jupyter notebooks in OSGeo/OSGeoLive-Notebooks#36, OSGeo/OSGeoLive-Notebooks#35, and OSGeo/OSGeoLive-Notebooks#34.
PNGs have been compressed, and all is building fine locally. Let me know if I've missed anything.
