Supersedes PR PHPOffice#4583. Awaiting formal releases for mitoteam/jpgraph (beta release available), mpdf (fixed but no release yet, dompdf (work in progress).

Coverage got a 520 (web server returned unknown error). Seems specific to Cloudfare, with nothing to do with this PR. |

Seems to be an issue with Scrutinizer availability, and this is also probably causing the coverage problem. |
A new Php8.5-compatible version is available.
Neither is working, and they are not needed for this never-to-be-implemented PR.
