This doesn't implement deletion, which is blocked on another ticket. Updated some ticket numbers in the code.
WriteDocumentdoesn't really do a LWW either, if it behaved likeWriteDocumentfor other peers it would perform a cas-unsafe write, but as is it only does one loop.
