Fix segfault when attaching nlists with meshes
Description
Simulations segfaulted when attaching pair potentials with neighbor lists containing a mesh for exclusions to the integrator before the mesh forces were applied.
The code now initializes the mesh through the cell lists as well.
How has this been tested?
I added a pytest
