First Elle Prerelease to ConsenSys Mesh

Welcome to this preliminary release of Elle. There is still work to be done in verifying the compiler core and making LLL support more robust, but Elle is currently able to compile some smart contracts, such as the "echo" or "identity" contract described in this blog post by Dan Ellison.
