Don't know if this role is used anywhere in production but the change is consistent with ome/ansible-role-anonymous-ftp#8

I think it is a good idea to use
python3-dockersystem package instead of installingdockerusingpipto avoid an issue which we may have in the future similar to ome/ansible-role-anonymous-ftp#8
