Example use case: MediaMTX integration (rmmtx) needs to be able to talk to TAKServer API directly to manage feeds. For this takintegration needs to enable rmmtx services mTLS cert as admin to TAKServer.
rmmtx asks RM to tell takintegration enable rmmtxs cert for admin operations.
This PR adds the endpoint to RM for products to request interop privileges
