-Added Hobba Applicant form. Now the users can apply for be a Hobba. This feature it's a replica of the original form of 2005, plus added support for any language too and adapted for +2008 CMS design. Can switch the lenguage of it inside Housekeeping > System Status > General site settings and search for the "hobba.form.lang" key. Can access to this form in the new "Habbo Hobbas" link/button in the footer ("/tools/www-tpl/default/base/footer.tpl").

If you want to add a custom language, go to "/tools/www/web-gallery/staff/lang/hobba-form/" and add here your custom lang, after go to Housekeeping and update the "hobba.form.lang" key with the new one you created.

-Added Check Hobba applicant tool feature. With this tool you can check if a user is qualified to become a Hobba and if not, why. Can see the latest Hobba application form logs too.

NOTE: This new feature works in both project versions, in the Shockwave client. In R39 variation can admin the Calls for help in the Flash client using the Housekeeping, but not contrary, cause it don't have codedd the Mod Tools for dat client.
