Very small fixes for the backend development setup.
Commit 1) fix: use pyuwsgi instead of uwsgi which provides prebuilt wheels of the same package
Commit 2) chore: update uv installation step in README.md
Commit 3) fix: download nltk data into .venv folder
Commit 4) chore: mention the manage.py script in the README.md
(it would be even better if the database already contains a test user)
