[Bug]: Cannot insert a decimal in any of the amount fields in dialog boxes

What happened?

I am unable to insert a "." in any amount field in a dialog box after upgrading to 25.7

Typing 10.23 in the amount text box inserts "1,023". I can paste in amounts with decimals and that works fine. I can also put an the amount "10" and it auto populates the cents decimals and I can then change them and that works as well.

How can we reproduce the issue?

Open a dialog box such as "Add new schedule" and try to insert a decimal in the amount field after clearing the text box.

I cconfirm that I have the same issue. Only on the schedule , on the account page it's OK

This may be browser related. I just tried on Safari on my Mac and I can enter a decimal with no issue.
