Consider ConfigureMvc/Routing extensions

Most of the other frameworks have extension methods for Configure,

Configure<MvcOptions> -> ConfigureMvc
Configure<RouteOptions> -> ConfigureRouting

We should also rename the ConfigureMvc method in MvcOptionsSetup to avoid name collission/confusion.
