Document every usage of `LazyLock` with performance impact justification comments, as well as removing unnecessarily used ones and utilising it in repeated static value initialisations which wasn't using `LazyLock` initially.
Also fix incorrect documentation for `command::common::DEEZER_ENABLED` and `SPOTIFY_ENABLED`.
