LISTEN_INTERFACES: watch and poll in parallel

I saw in other solutions (for example in fluentd) that they combined the watch and poll technologies so that you can have an option to watch, but if the watch is not working or works partially the poll is stepping in and adds the missing sources (in fluentd those are files, in this case, those are interfaces).

Can we add the option to use both in parallel ??
