CNX-193 Track layer changes by ModifyObjectAttributes of RhinoObject

• RhinoDoc has an event to track changes on ObjectAttributes on RhinoObject level, only LayerIndex considered as change, we can enrich it later according to needs.
• AutoCAD already tracks layer changes.
